When you get the dongle hooked up and open the app, look for Car Information. Within a few seconds it should report the SOH in %.

I have a bad dongle that does the same and gives the same error in Soul Spy. It's a small blue translucent dongle, and on the forum you can find other people where it doesn't work. I tried out the new updated program yesterday, and sure enough my SOH went from 107% to 100%. Does it still go up to 110% with a new battery?

I have the Panlong also, and so far it works for my purposes, with some issues. At least you know that it does work, unlike some you might get that don't work at all. I highly recommend that you download the Soul Spy app and get an appropriate dongle, assuming you have an Android device you can pair it to. Typical of dealer misinformation, but the owners manual makes it pretty clear. I bought a CPO just so there was no question about it!

Everything I have read says that the EV system (which includes the battery and OBC) is covered for 10 years/100,000 miles to any owner. The powertrain warranty is only good for 5 years to the second owner and on. That would be axles, trans-axle, bearings, etc.
