Wet Brakes "lock up" when parked

My 2015 is always garaged, with low mileage, by the beach in SoCal,.
I always use the elec. park lever when I park the car.
After I return the car with wet brakes, and leave it, and then, maybe hours later, back out of the garage, the car will not move easily, until I apply a little power, and then I hear the brakes "break loose".

Probably not breaking anything but maybe not good ?

It's fine, happens on a lot of cars. It's just a little bit of surface rust forming on the brake rotors that causes the pads to stick. It will clean off as you drive and apply the brakes a couple of times.
