I don't know if my experience on a 2017 SoulEV is relevant to you, but I had a similar problem with my charging door. I sprayed the release mechanism and hinges with aerosol grease, and then sprayed with WD40. The WD40 contains a solvent which dissolves the grease, and makes the resulting fluid flow...

On the face of it, it doesn't look good, but it is possible that the displayed values are misleading because of lack of regular use. An important consideration is where the vehicle has been used. I would expect KIA to have learned from the initial crop of OBC failures and to have eliminated the causes, so the replacement should be far more reliable. Plus it has far fewer running hours than its predecessor. Should be a good bet. Of course, we are talking probabilities, so no guarantee.

Logic suggest that if it arrives at the dealer with US plates and no-one discloses it has been in Russia, it will be ok. If not, maybe you can prevail on the dealer not to disclose that it is registered abroad - I doubt the company would ask, as they identify the car by the VIN.

If it is being taken to a KIA dealer, they could ask for a battery SOH readout. Also, if it is a late 2017 (I think after August) it will have the 30 kWh battery, which has the improved technology cells. Those car have a "J" for the 10th character of the VIN.
