I think the issue with a DIY swap is the bleeding of the coolant system afterwards. I don't think anyone knows the codes to trigger the water pump, and without proper bleeding then the air bubbles could cause electronics both in the OBC and the power control to overheat and burn out.

If there is hardware damage then they replace the control unit. If not you get a software update to make sure that even if damage occurs then the airbags will go off in a crash.

I don't have any recommendations, but you don't need a powerful one. In an ICE car a jump start has to be able to turn over the engine, which requires lots of power. The OBC only takes a single phase at up to 240V. Note that this can be centre tapped, in North America it is 120-0-120 to give 240V. It will charge at up to 7kW if fed with 32A from the EVSE.

I think you have a bad 12V battery, and taking a 12V car battery down to 3V will kill it if it wasn't dead before. I'm surprised it's passing a load test, although I believe some modern testers don't actually put the battery under load and instead a doing some form of digital analysis. IanL is right...

Here in Canada we never had UVO. Entertainment including Android Auto and Apple CarPlay works. Charge timers and preheat times both work.
