Just in case others are following this post, unfortunately none of the above suggestions worked for me. As a fix for now I ended up plugging the charger into a "smart" outlet and programming the outlet to turn off and on every two hours.

I just bought a used Soul EV and Motor Vehicles gave me the card to put on my dash until I could get it inspected. I didn't realize at the time that as an EV I'm exempt from inspection and the woman at Motor Vehicles didn't either apparently. Can I simply ignore it, or do I need a sticker...
