Pretty hard to disagree with his main point - charging infrastructure is paramount to adoption. I know I have concerns that there is only 1 24/7 accessible, operational L3 charger in the entire Toronto area (and maybe even the province of Ontario). L2 chargers are nice, but they take too long if you need a 'quick' charge unexpectedly, and not all employers are receptive to the idea of employees just plugging in to charge while they're at work ... even if they have existing outlets available (as I am experiencing).
