Why have 2 Soul EV's been registered in Germany?

In the January EV sales report for Germany, 2 Kia Soul EVs have been listed as registered.

Does anybody know why?
 
There are 2 reasons:

1. A world wide conspiracy to keep me, who doesn't live in a CARB state, from getting one!
2. Perhaps it was test vehicles? Although it appears most of their cold weather testing has been in Sweden. As part of the EU, it's likely a Kia Soul Electric registered in Germany could travel around Europe without any troubles...

Sounds to me like you're in the camp that thinks the Kia Soul EV is a compliance vehicle, and will never make it outside of the CARB states?

That's a good point about the test vehicles - even test vehicles would need registration/insurance. I guess I always thought vehicle manufacturers would have something like a dealer plate that they just hang on whatever vehicle they are testing, whether it's a new SUV or a Soul Electric Vehicle :)
